STRENGTHENING NATIONAL STABILITY THROUGH STRATEGIC COLLABORATION The collaboration between the Office of National Security (ONS) and the National Early Warning and Response Mechanism Centre-Sierra Leone (NEWRMC-SL) continues to play a vital role in safeguarding peace and stability in Sierra Leone. Through close collaboration, information sharing, and joint analysis, both institutions ensure that existential and emerging threats identified early and addressed proactively. Speaking on the existing partnership, the National Security Coordinator (NSCoord) Mr. Abdulai Caulker noted:  “Our collaboration with the National Early Warning Centre strengthens national security by ensuring that timely, accurate information informs decision-making. Early warning allows us to prevent crises rather than merely respond to them.” In the same vein, the Executive Director of the National Early Warning and Response Mechanism Centre Mrs. Francess A.M Nyuma stated: “Working with the Office of National Security enables us to translate early warning signals into coordinated national responses that protect lives, preserve peace, mitigate human security threats and enhance democratic governance.” Through this collaboration, Sierra Leone continues to reinforce its commitment to early detection of human threats, supports evidence-based security decisions, prevents conflict, and strengthens national resilience. NEWRMC’S PARTICIPATION IN THE 2025 CIVIC FESTIVAL The National Early Warning and Response Mechanism Centre proudly and fully participated in the Civic Festival which took place from 11th –13th December 2025, engaging citizens on its roles/mandate as well as the importance of early warning in conflict prevention, mitigating risks and eliminating or reducing threats to human security. Through these interactive sessions and public dialogue, the Centre highlighted its mandate, ongoing initiatives and the critical role communities play in reporting early signs of conflict and issues relating to threats and insecurity. The participation of the Centre reaffirmed its commitment to strengthening national peace, resilience and citizen-centred early warning systems for a safer Sierra Leone. Joint Technical session Between ICPNC and NEWRMC Joint Technical Session Between Independent Commission for Peace and National Cohesion (CPNC) and National Early Warning and Response Mechanism Centre (NEWRMC) otherwise known as National Centre for the Coordination of Response Mechanism ( NCCRM ) to Strengthen Collaboration on peace and early warning On 18th November 2025, the Independent Commission for Peace and National Cohesion (ICPNC) and the National Early warning and Response Mechanism Coordinating Centre (NEWRMC held joint technical session coordinated by the GIZ-Nigeria’s ECOWAS Peace, Security, and Governance (EPSG) Project Team. The meeting aimed at improving coordination, strengthening institutional collaboration and effectively support national priorities in strengthening Sierra Leone’s peace infrastructure and early warning mechanisms. The session opened with remarks from the leadership of NEWRMC/NCCRM, ICPNC, and the EPSG Project Team Lead, followed by series of presentations on mission objectives, mandates, early warning systems, conflict response mechanism, linkages, bottlenecks in the early warning-to-response chain, practical collaboration opportunities, and to name but a few. The session also identified priority support areas for EPSG (2026–2027), including joint capacity building, technical support for data integration, community dialogue facilitation, and strategic communication. Courtesy Call On 9th July, 2024, an Assessment Team from the ECOWAS Commission was joined by the National Early Warning and Response Mechanism Coordinating Centre (NEWRMC) Sierra Leone to pay a courtesy call on the Chief Minister. The visit underscores the importance of the Centre and the integrated approaches required in early warning systems. The Ecowas Assessment Team together with the Director and Lead Analyst of the Centre also paid a  courtesy call on the Ministry of Planning and Economic Development (MOPED) in Sierra Leone which was represented by the Deputy Minister of MOPED Rev. Jonathan Titus Williams, marking a significant step towards enhancing collaborative efforts in reiterating Government’s commitment in strengthening the early warning and early response mechanism geared towards identifying and forestalling/mitigating threats to human security and peace in Sierra Leone. Vice President, who is the Chairman of the Board.  The Board approved the Strategic Plan developed by the Centre and discussed the need to streamline early warning and early response in MDAs as well as the need to enact a legislation, among others.

Transnational Organized Crime Unit (TOCU) Management Board Meetin NEWRMC HOSTS THE TRANSNATIONAL ORGANISED CRIME UNIT (TOCU) MANAGEMENET BOARD MEETING ROOM ON 14TH MARCH, 2024 On 14th March, 2024, the Centre hosted a rotational Transnational Organized Crime Unit (TOCU) Management Board Meeting in the Centre’s Situation Room.  The ECOWAS Political Declaration and its attendant Regional Action Plan, both enunciated in 2008, brought about the West African Coast Initiative (WACI) in 2010, in which the creation of Transnational Crime Units (TCUs) was among the key requirements in the four pilot countries (SL, Liberia, Guinea Bissau & Cote d’Ivoire).  Sierra Leone initially formed the Joint Drugs Interdiction Task Force (JDITF) and later transformed to what is today known as TOCU, with the objective to strengthen inter-agency collaboration and cooperation (expertise and resources) in the fight against transnational criminal activities in Sierra Leone. To this end, the Management Board therefore serves as a Liaison or an effective link between the TOCU Advisory Board and  the TOCU  Head Quarter (HQ), as well as provides directives to the Head of TOCU to enhance efficiency, effectiveness and productivity. The membership comprises of heads of operation of all member institutions with the Director of Crime Services of the Sierra Leone Police serving as its chairman.  In the spirit of Inter-agency collaboration and cooperation, the National Early Warning and Response Coordinating Mechanism Centre (NEWRMC), otherwise known as the National Centre for the Coordination of Response Mechanism (NCCRM) was incorporated in 2021 (since it establishment) in line with its mandate to “to develop synergies with institutions working in the fight against all forms of human insecurity and organised crime…”. In a bid to ensure that the Board is efficient and to promote a sense of ownership among its members, Management Board meetings are rotated among member institutions. During the rotational meetings, the Head of the hosting institution serves as Co-Chairperson of the meeting.   The Director of Centre of NEWRMC, Mrs Francess Nyuma served as Co-Chair at the meeting held at the NEWRMC HQ on Thursday, 14th March, 2024. The discuss of the meeting ranges from operational and strategic issues (relating to the fight against transnational organised crimes) to the threats they pose to human security, and proffered solutions. Presentation done by NEWRMC Staff of NEWRMC & Plan International NEWRMC VISITATION TO PLAN INTERNATIONAL On 13thMarch, 2024, Core staff of the National Early Warning and Response Mechanism Coordinating Centre (NEWRMC), led by the Director of the Centre, Mrs Francess Nyuma made a courtesy call to the Country Director of Plan International Sierra Leone, Md. Muniratu Issifu.  The objective of the visit was to establish a synergy between the two institutions with a view to strengthen information sharing and response mechanisms on issues posing threat to human security in Sierra Leone. Specifically, the discussion focussed on issues bordering on children, youths, education, healthcare and sanitation, in line with each other’s mandate. The two entities used the opportunity to present a thorough insight into their mandates, which was followed by series of questions and responses. It was a joyous occasion which ended with picture taking.
