STRENGTHENING NATIONAL STABILITY THROUGH STRATEGIC COLLABORATION The collaboration between the Office of National Security (ONS) and the National Early Warning and Response Mechanism Centre-Sierra Leone (NEWRMC-SL) continues to play a vital role in safeguarding peace and stability in Sierra Leone. Through close collaboration, information sharing, and joint analysis, both institutions ensure that existential and emerging threats identified early and addressed proactively. Speaking on the existing partnership, the National Security Coordinator (NSCoord) Mr. Abdulai Caulker noted: “Our collaboration with the National Early Warning Centre strengthens national security by ensuring that timely, accurate information informs decision-making. Early warning allows us to prevent crises rather than merely respond to them.” In the same vein, the Executive Director of the National Early Warning and Response Mechanism Centre Mrs. Francess A.M Nyuma stated: “Working with the Office of National Security enables us to translate early warning signals into coordinated national responses that protect lives, preserve peace, mitigate human security threats and enhance democratic governance.” Through this collaboration, Sierra Leone continues to reinforce its commitment to early detection of human threats, supports evidence-based security decisions, prevents conflict, and strengthens national resilience. By working together, both institutions help protect peace, promote stability, and support sustainable development for the people of Sierra Leone. DECEMBER 17TH 2025 ANALYST S’ BRIEFING SESSION The Centre, in its pursuit to provide early warning and instigate early response on issues posing threat to human security and peace in Sierra Leone engaged stakeholders on “Current and emerging political trends, and the implications on human security and peace leading to the 2028 elections”. On Wednesday, 17th December, 2025, a high profiled engagement took place at the NEWRMC’s 30 Sir Samuel Lewis Road Office to discuss the aforementioned. In attendance were the heads/senior members of the Independent Commission for Peace and National Cohesion (ICPNC), Tripartite Steering Committee Secretariat (TSCS), Political Parties Regulation Commission (PPRC) in addition to a representative from the leadership of the Sierra Leone Parliament and very senior members of both the Sierra Leone People’s Party (SLPP) and the All People’s Congress (APC). The Executive Director of the Centre, Mrs Francess A. M Nyuma who moderated the session reiterated the purpose/importance of the engagement, which ushered in a presentation done by the Good Governance and Human Rights Analyst. The presentation highlighted progress made as a country as well as critical issues which have the potential to undermine the peace and cohesion of Sierra Leone. The stakeholders held fruitful discussions in the best interest of Sierra Leone and proffered actionable solutions in the form of recommendations geared towards minimizing the (potential) risks and reducing both intra and inter-party political conducts and activities leading to the 2028 general elections. NEWRMC’S PARTICIPATION IN THE 2025 CIVIC FESTIVAL The National Early Warning and Response Mechanism Centre proudly and fully participated in the Civic Festival which took place from 11th –13th December 2025, engaging citizens on its roles/mandate as well as the importance of early warning in conflict prevention, mitigating risks and eliminating or reducing threats to human security. Through these interactive sessions and public dialogue, the Centre highlighted its mandate, ongoing initiatives and the critical role communities play in reporting early signs of conflict and issues relating to threats and insecurity. The participation of the Centre reaffirmed its commitment to strengthening national peace, resilience and citizen-centred early warning systems for a safer Sierra Leone. Joint Technical session Between ICPNC and NEWRMC Joint Technical Session Between Independent Commission for Peace and National Cohesion (CPNC) and National Early Warning and Response Mechanism Centre (NEWRMC) otherwise known as National Centre for the Coordination of Response Mechanism ( NCCRM ) to Strengthen Collaboration on peace and early warning On 18th November 2025, the Independent Commission for Peace and National Cohesion (ICPNC) and the National Early warning and Response Mechanism Coordinating Centre (NEWRMC held joint technical session coordinated by the GIZ-Nigeria’s ECOWAS Peace, Security, and Governance (EPSG) Project Team. The meeting aimed at improving coordination, strengthening institutional collaboration and effectively support national priorities in strengthening Sierra Leone’s peace infrastructure and early warning mechanisms. The session opened with remarks from the leadership of NEWRMC/NCCRM, ICPNC, and the EPSG Project Team Lead, followed by series of presentations on mission objectives, mandates, early warning systems, conflict response mechanism, linkages, bottlenecks in the early warning-to-response chain, practical collaboration opportunities, and to name but a few. The session also identified priority support areas for EPSG (2026–2027), including joint capacity building, technical support for data integration, community dialogue facilitation, and strategic communication. The session concluded with a roadmap outlining next steps, responsibilities, and focal persons for follow-up actions in a bid to strengthen the linkages and enhance effective collaboration and delivery. Parliament Enacts the National Early Warning and Response Mechanism Centre Act 2025
The Parliament of Sierra Leone on Tuesday 27th may, 2025 debated and passed into Law with some amendments, the Bill entitled ; The National Early warning and Response Mechanism Act 2025 for the development of Sierra Leone . The Bill seeks to establish a national Early Warning and Response Mechanism Centre which shall be responsible to provide early Warning on issues realting to human security threats and peace in sierra Leone and to provide for other related matters. Presenting the Bill , the Minister of Planning and Economic Development , Madam Kenyeh Barlay said an early warning centre would be established to provide early warning in sierra Leone . She added that the Centre would also means to ensure peace and security in the country . Courtesy Call On 9th July, 2024, an Assessment Team from the ECOWAS Commission was joined by the National Early Warning and Response Mechanism Coordinating Centre (NEWRMC) Sierra Leone to pay a courtesy call on the Chief Minister. The visit underscores the importance of the Centre and the integrated approaches required in early warning systems. The Ecowas Assessment Team together with the Director and Lead Analyst of the Centre also paid a courtesy call on the Ministry of Planning and Economic Development (MOPED) in Sierra Leone which was represented by the Deputy Minister of MOPED Rev. June 2024 Analysts Briefing session On 13th June, 2024, the Centre held its regular Analysts Briefing Session with stakeholders at its Situation Room, moderated by the Director of Centre, Mrs Francess Nyuma. This month’s session was facilitated by the Good Governance and Human Rights Analyst, and borders on ‘Seeming leakages in the Goods and Services Tax Collection System’, which pose threat to economic security, and invariably affect human security. The stakeholders include technocrats from the National Revenue Authority (NRA), the Office of National Security (ONS), the National Public Procurement Authority (NPPA) and the Anti-Corruption Commission (ACC). After presentation of a well-researched piece, there were extensive discussions/ deliberations on the subject matter which tendered in several SMART recommendations (geared toward mitigating the threats posed), which shall be forwarded for possible action to the Government through the Chairman of the NEWRMC Statutory Board and the NRA leadership. There was an extensive discussions/ deliberation between technocrats in the above-named reputable institutions leading to several actionable recommendations been proffered, all geared toward mitigating the threats posed to Human security and peace.
